I'll admit, I'm a terminal cynic and have no faith whatsoever that CHANGE of any meaningful sort is on the horizon. However, not being an American, I should leave it to a true patriot and everyone's favourite San Francisco mayoral candidate, Jello Biafra, to get into the nuts and bolts of it.
